Ustadz, I want to ask a question.

What is the law if we read Alquran (using HP) in a state of not wearing a veil and not having ablution? Can I?

For example, when I am active but I have free time, I take the time to recite the Koran for a while. Is that okay, Ustadz?

Bismillah... Reading the Qur'an without wearing a veil is for women as long as she is in a safe place from the eyes of other people who are not her mahram like at home, it is permissible. However, reading the Qur'an by covering the genitals completely is much better.

Then how is it legal to read the Qur'an by using an application on a cellphone? Even without ablution though?

First: It's legal to read the Qur'an through an application on a cellphone. Although there are some scholars who object because they fear that the cellphone contains inappropriate things, such as photos, pictures, and videos that are not allowed according to Islam. So that it can be classified as mixing the application of the Qur'an with things that are less or not good.

Make sure, the contents of our cellphones are clean of all inappropriate things in order to maintain the honor of the Qur'an in it, even though it is only an application. However, the law of reading the Qur'an through a mobile application is still allowed. It's just that reading the Qur'an with the Mushaf is safer and better because the content of the Mushaf is cleaner and pure than the content on our cellphones.

Second: Then is reading the Qur'an through a mobile application required to perform ablution from a small hadat first or not?

The law of reading the Qur'an for people who have a small hadith is permissible. Some scholars have stated that this is an ijma' (agreement).

It is not obligatory to perform ablution for people who want to read the Qur'an in a small hadats condition. The difference of opinion is touching the Qur'an or reading it in a state of junub (big hadith). The majority of Ulama forbid both. Among the hadiths that allow people who have a small attitude to read the Qur'an are:

عن عبد الله بن عباس أنه بات ليلة عند ميمونة زوج النبي صلى الله عليه وسلم - وهي خالته - قال: فاضطجعت في عرض الوسادة واضطجع رسول الله صلى الله عليه وسلم وأهله في طولها فنام رسول الله صلى الله عليه وسلم حتى إذا انتصف الليل أو قبله بقليل لِيلٍ اسْتَيْقَظَ لُ اللَّهِ لَّى اللَّهُ لَيْهِ لَّمَ لَسَ النَّوْمَ وَجْهِهِ الْعَشْرَ الْآيَاتِ الْخَوَاتِمَ لِ انَ

"From Abdullah bin Abbas radhiyallahu 'anhuma he stayed at the house of Maimunah, the wife of the Prophet sallallaahu 'alaihi wa sallam who was also his aunt. He said, “So I lay down on the bed, and the Messenger of Allah (sallallāhu 'alayhi wa sallam) lay down and his wife (also lying on the mattress) stretched out. The Prophet sallallaahu'alaihi wa sallam slept until the middle of the night, before or after (passing) a little. The Messenger of Allah sallallahu 'alayhi wa sallam got up and sat down then wiped his face with his hands and then recited the last ten verses of Surah Ali Imran. Then stand up to the hanging vessel and perform ablution as well as possible from it and then stand up and pray." (Narrated by Bukhari Muslim)

The hadith above explains that the Prophet sallallaahu 'alaihi wasallam after waking up he read the Qur'an without ablution. Even though sleeping on your back can invalidate ablution. In contrast to sleeping in a sitting state that does not invalidate ablution.

Thus, the law of reading the Qur'an through an application on a mobile phone in a state of minor hadats without performing ablution is permissible even if you touch the mobile phone directly. What is not allowed is to touch the original Qur'anic manuscripts in a state of minor hadats, especially large hadiths, according to jumhur (the majority of scholars). Although some scholars from the Dhohiri school such as Ibn Hazm allow it.

Allah subhanahu wata'ãla says:

لَّا لَّا لۡمُطَهَّرُونَ {الواقعة: }

"No one touches it (the Qur'an) except the purified servants". (Surat al-Waqi'ah: 79)
