Quarantine Regulations in Indonesia for Indonesian Citizens and Indonesian Citizens from Abroad (Part 1)

DDHK.ORG - Almost all countries in the world apply quarantine rules for their citizens and foreign nationals who come from abroad. In Indonesia, the regulation is in the form of Circular (SE) of the Covid-19 Handling Task Force Number 8 of 2021 concerning the International Travel Health Protocol during the 2019 Corona Virus Disease Pandemic (Covid-19).

This is the most recent rule regarding quarantine for Indonesian citizens (WNI) and foreign citizens (WNA) who have come from abroad in the last 14 days. This SE was issued, because there was an increase in the spread of the SARS-CoV-2 virus and other new SARS CoV-2 variants (B117, D614G, and P1). This Circular Letter signed by Doni Monardo, Head of the National Disaster Management Agency as Chair of the previous Covid-19 Handling Task Force, is effective starting February 9, 2021 until a later specified time.

Indonesian citizens who come from abroad are allowed to enter Indonesia while still following strict health protocols as stipulated by the Government. As for foreigners, in principle the Government prohibits them from entering Indonesian territory, either directly or transiting in a foreign country first.

However, there are 3 criteria for foreigners who are allowed to enter Indonesia by this SE. That is:

  1. In accordance with the provisions in the Regulation of the Minister of Law and Human Rights (Permenkumham) Number 26 of 2020 concerning Visas and Stay Permits in the New Habit Adaptation Period. Quoting Kompas, Permenkumham Number 26 Year 2020 states, only foreigners who travel on business are allowed to enter Indonesian territory.
  2. In accordance with the Travel Corridor Arrangement (TCA) bilateral agreement scheme, and / or;
  3. Get special consideration / permission in writing from the Ministry / Institution.

Health Protocols to Be Fulfilled

All Indonesian citizens and foreigners who enter Indonesia from abroad must meet several terms and conditions.

First, comply with the provisions of health protocols established by the government.

Second, shows a negative result through the RT-PCR test in the country of origin, the sample is taken within a maximum period of 3 × 24 hours before departure time and is attached to the health examination or Indonesian International e-HAC.

Third, Upon arrival, an RT-PCR retest is carried out for international travelers and is required to undergo a centralized quarantine for 5 × 24 hours, with the following conditions:

  1. For Indonesian citizens, namely Indonesian Migrant Workers (PMI); Student / student; or Government Employees who returned from a foreign official trip at Wisma Pademangan in accordance with the Decree of the Head of the Covid-19 Handling Task Force Number 9 of 2021 with costs borne by the government.
  2. For Indonesian citizens outside the above criteria and for foreigners, including foreign diplomats, other than the head of the foreign representative and the family of the head of the foreign representative, undergo quarantine at a quarantine accommodation that has received certification for the implementation of Covid-19 quarantine accommodation by the Ministry of Health at all costs to be borne independently .

Fourth, If the results of the RT-PCR re-examination on arrival show a positive result, then treatment is carried out in the hospital for Indonesian citizens at the cost of being borne by the government and for foreigners with all costs borne independently.

Fifth, if there is a foreigner who is unable to pay for self-quarantine and / or treatment at the hospital, then the sponsor, ministry / institution / state-owned company that gives consideration to the entry permit for the foreigner can be held accountable;

Sixth, After a 5 × 24 hour quarantine is carried out from the date of arrival, Indonesian citizens and foreigners will re-examine the RT-PCR.

Seventh, If the results of the re-examination are negative, then the Indonesian citizen and foreigner are allowed to continue their journey and are advised to carry out self-quarantine for 14 days and apply health protocols.

Eighth, If the result is positive, then treatment is carried out in the hospital for Indonesian citizens at the cost of being borne by the government and for foreigners with all costs borne independently.

Ninth, The International Airport and Seaport Health Office (KKP) facilitates Indonesian citizens and foreigners who travel internationally who need emergency medical services upon arrival in Indonesia according to applicable regulations. [DDHKNews]
