Bismillah... It is permissible for someone to repeat the reading of the letter after reading the letter of Al-Fatihah in one rakaat. This is the jumhur madhhab (majority) of scholars from the Hanafiyah, Shafi'iyah, and Hanabilah circles. They think so because the Prophet sallallaahu 'alaihi wasallam had repeated a letter in prayer on purpose, not because of forgetting.
In the history of Abu Dawud it is mentioned that there was a man from Juhainah who heard the Messenger of Allah (peace and blessings of Allah be upon him) pray at dawn where the first rakaat after Al-Fatihah read the letter Az-Zalzalah and the second also read the same letter. Then the man said: "I don't know whether the Messenger of Allah (peace and blessings of Allah be upon him) forgot or on purpose." (HR Abu Dawud)
Aisyah's narration states that once the Messenger of Allah -peace and prayer of Allah be upon him- once sent a friend to Sariyah (spy on the enemy). When he became an imam, after reading the letter he always closed with Qul huwallahu ahad (Surat Al-Ikhlash). This was then conveyed to the Prophet sallallaahu 'alaihi wasallam. He said: "Ask him why did he do that?" His friends asked him and he replied: "Because he is Ar-Rahman and I like to read it." So the Prophet sallallaahu 'alaihi wasallam said: "Tell him that Allah Ta'ala also loves him." (Narrated by Bukhari Muslim)
However, Maliki scholars are of the opinion that it is makruh to repeat the same surah in one cycle. Some say bid'ah.
Apart from the above differences, it is permissible to read the surah more than once in a rak'ah.
