The appointment of Reda Manthovani as a professor in the field of law/criminal law is based on the Decree of the Minister of Education, Culture, Research and Technology of the Republic of Indonesia Number: 2957/E4/KP/2023 concerning Promotion to the Academic Position of Lecturer. This determination starts from December 1, 2023.

"With this decision, Prof. Dr. "Reda Manthovani, SH, LL.M becomes Professor of Legal Studies/Criminal Law," said Head of the Attorney General's Penkum Ketut Sumedana, in his statement, Thursday (25/1/2024), as reported by DetikNews.

When inaugurated, Reda discussed overcoming and preventing hoaxes and hate speech in the political year 2024. When reading his scientific oration, Reda outlined the factors behind hoax crimes and hate speech in the political year 2024. For example, internal factors (low digital literacy) and external factors (economic factors, environmental factors).

According to him, action alone is not enough to tackle crimes of hate speech and hoaxes in the political year 2024. Therefore, he assesses the need for prevention from law enforcement and related agencies, as well as increasing public knowledge in identifying hoax news and hate speech on social media through literacy. digital.

"First, digital literacy has an impact on efforts to prevent and overcome the occurrence of hoaxes and hate speech in the 2024 political year. Digital literacy is one of the non-penal efforts in the context of overcoming hoax crimes and hate speech through digital," said Ketut conveying the contents of Reda's oration.

According to Reda, steps that the government can take are optimizing the government's role through the Indonesian Ministry of Communication and Information, the Indonesian Police and the Indonesian Attorney General's Office by involving digital community groups to socialize increasing digital literacy to the Indonesian people.

Second, the enactment of Law Number 1 of 2004, Second Amendment to Law Number 11 of 2008 concerning Information and Electronic Transactions, reaffirms the government's obligation to prevent the dissemination and use of electronic information and/or electronic documents that contain prohibited content in accordance with the provisions statutory regulations as regulated in Article 40 Paragraph (2).

Attorney General of the Republic of Indonesia ST Burhanuddin was also present at the inauguration event. Burhanuddin welcomed the ideas conveyed by Reda in his scientific oration.

Because, according to the Attorney General, discourse about hoaxes or hate speech is a social problem that is not only faced by certain communities or certain countries, but is also a problem faced by all communities in the world.

"Therefore, I really appreciate and support the ideas presented as innovation in efforts to prevent criminal acts of hoaxes or hate speech," said Burhanuddin.

The Attorney General also said that, entering the political year, there are always various hate speeches or hoaxes on social media. According to him, this condition has made this nation seem to have retreated back to the post-truth era, where facts are less influential in shaping public opinion than emotions and erroneous personal beliefs.

"It is hoped that the non-penal approach can be a remedy in overcoming the spread of hoaxes and hate speech during the election. "The Prosecutor's Office as a law enforcement agency has several non-penal instruments that can educate the public, especially in terms of good, ethical and responsible use of social media," added Burhanuddin.

Several of these non-penal instruments were explained by the Attorney General, namely the Prosecutor's Entrance to School (JMS) program which is able to attract social media users, both at the junior and senior high school levels, as well as the Legal Information program carried out by the Prosecutor's Intelligence staff directly to the public.

If the Non-Penal concept continues to be institutionalized, the Attorney General believes that this will have a significant impact in reducing the rate of disinformation in society.

Reda Manthovani is the first Pancasila University Alumni to hold a strategic position as Deputy Attorney General for Intelligence at the Attorney General's Office and is listed as the second alumni of the Pancasila University Faculty of Law to become a Professor at Pancasila University.

Reda Manthovani earned a Bachelor's degree at the Faculty of Law, Pancasila University. Then, he continued his master's studies at AIX Maresille, France and earned his doctoral degree at the University of Indonesia.

Within the Republic of Indonesia Prosecutor's Office, this father of 3 children has a fairly successful career track record. In 2011, Reda served as Head of the Administration Section at the DKI Jakarta Prosecutor's Office. After only a year in office, he was then appointed Head of the Cilegon District Prosecutor's Office.

In 2014, this man who has skills in taekwondo and silat martial arts served as Consul for the Prosecutor's Office at the Indonesian Consulate General in Hong Kong. After only about a year in Negeri Beton, he was appointed Head of the West Jakarta District Prosecutor's Office. Currently, Reda serves as Deputy Attorney General for Intelligence (Jamintel) at the Indonesian Attorney General's Office.
