Former Director General of Binapenta, Ministry of Manpower, Reyna Usman, Detained by the Corruption Eradication Commission

The Corruption Eradication Commission (KPK) has officially detained the former Director General of Development and Development at the Ministry of Manpower (Kemnaker) Reyna Usman in connection with the alleged corruption case in the procurement of the Indonesian Migrant Worker (TKI) protection system at the ministry. The detention was carried out after Reyna was questioned in his capacity as a suspect.

"The investigative team detained each of the suspects for the first 20 days starting from January 25 to February 13 2024," said KPK Deputy Chairman Alexander Marwata in a press conference at the KPK's Red and White Building, Jakarta, Thursday (25/1/2024) .

Reyna allegedly committed corruption when he served as Director General (Dirjen) for Placement Development (Binapenta) of Manpower and Transmigration at the Indonesian Ministry of Manpower for the period 2011-2015. Based on calculations by the Indonesian Financial Audit Agency (BPK), it is suspected that this case caused state financial losses amounting to IDR 17,6 billion.

In this case, the Corruption Eradication Committee (KPK) also detained I Nyoman Darmanta, as Secretary of the Ministry of Manpower's Planning and Development Agency and Commitment Making Officer (PPK) when the corruption allegations were carried out in 2012. During the ongoing investigation process, the Corruption Eradication Commission (KPK) had previously searched the Ministry of Manpower Office and Reyna Usman's residence on Jalan Merdeka or Jalan Taki Niode IPILO Gorontalo and Badung Bali and confiscated a number of pieces of evidence suspected to be related to the case.

As Director General of Binapenta, Reyna Usman's name is quite familiar among Indonesian migrant workers (PMI) in Hong Kong. He is recorded as having held discussions with representatives of PMI Hong Kong and Macau in the Ramayana room of the Indonesian Consulate General in Hong Kong when he was Director General, in 2012.

At that time, Reyna carried out socialization on the implementation of Ministerial Decree (Kepmen) 98/2012 concerning the Components and Amount of Fees for Placement of Prospective Indonesian Workers in the Domestic Sector of Hong Kong SAR Destination Countries, or what is usually referred to as structure costs or agency discount fees. At that time, the issue of placement fees was a hot topic which triggered the Hong Kong and Macau PMI to carry out regular demonstrations in front of the Indonesian Consulate General in Hong Kong in Causeway Bay.
