May Allah SWT always pour out His blessings on you and your family if someone has savings that have reached nishab and even one year is stored, then he is obliged to pay his zakat. So, as long as these conditions are met, then that person is obliged to pay zakat. There is no difference between money saved as savings or saved in preparation for building a house.
